Fix invalid name for netcdf output in driven element

Dear Marco,

It seems that sGetOutputNameBase is not always initialized. Please check if this new variable name for the activation status would be OK! So, we could always have the same variable name, no matter if the wrapped element itself is using NetCDF output or not.
